| Bylaws Article I - The Organization The Evergreen League, a football conference founded by the headmasters of like-minded schools, seeks to promote fair and sportsmanlike competition on the field of play. Each game should provide a healthy, positive experience for all the players, coaches and spectators. Such an experience will occur if sportsmanship is always the primary goal and if all teams remain competitive by complying with the rules of the league structure. Schools should openly communicate with one another about issues of compliance with the spirit of the League. The following schools are members of the Evergreen League:
Article II - Membership Section 1 - A member school is expected to send its headmaster, athletic director, or designated substitute to the annual meeting held the first Thursday in December. Section 2 - A school that wants to join the Evergreen League must send a letter to the league secretary before the annual meeting. The secretary shall present the proposal for action at the next meeting. Joining the league requires a 3/4 vote of the membership. Section 3 - Any member school desiring to resign from the Evergreen League shall submit its resignation in writing to the heads of all schools and the secretary one year prior to withdrawing from the league. The secretary shall present the proposal for action at the next meeting. Section 4 - The league may realign its division with a 3/4 vote by ballot of the membership. Article III - Officers Section 1 - A league school will volunteer to direct the league for a two year period. The league president will be the Head of this school, and the league secretary will be the athletic director or head football coach from this school. Section 2 - The league president will select the location of and preside over the annual meeting. The President may oversee any emergency matters of the league. Section 3 - The seasonal organization of the league will be overseen by a three member League Committee. This committee will be composed of the secretary, and one athletic director from each division. These athletic directors will be nominated and elected at the annual meeting. Their terms will be for two years. Section 4 - The League Committee will establish the playoff schedule, oversee league operations, and deal with issues as they arise. Section 5 - The Treasurer shall assess league dues and order the All-League certificates and trophies. Article IV - Committees Committees may be appointed to deal with any problems that need attention. Article V - Voting When a vote is necessary to make a decision or set a course of direction, a 3/4 vote of approval is needed. Each school's Head, or the school's delegate, will cast the school's vote. Article VI - Amending Bylaws Bylaws can be amended at the annual meeting by a 3/4 vote of the membership provided that the amendment was submitted in writing and given to the member schools before the annual meeting. Evergreen League Policies A. Player Eligibility 1. Post Graduates: A school may have up to three postgraduate players on its team. For the purpose of roster qualification for a member school of the Evergreen League, a Fifth Year or Post-graduate player is any student newly enrolled at a League member school who has previously been enrolled for any part of four school years at another high school (grades 9-12) or schools. School years specifically include home school, gap year, and alternative school experiences. Additionally, any continuing student at a League member school who has participated in a 12th grade program and returns for an additional year will be deemed a Fifth Year or Post-graduate player. Note: While qualification for a diploma is one indicator of post-graduate status, the important factors in regard to our Evergreen League football teams are four years of high school at another school or participation in a 12th grade program at a League member school, regardless of diploma qualification or passing grades. 2. Age: The Evergreen League follows NEPSAC guidelines for age eligibility: "Individual athletes who are 19 years old, or younger, on September 1 of each school year are eligible to participate in [league games]." 3. Rosters: Coaches should post their rosters on the league's web site at least a week before the first game. The rosters need to require: name (first and last), date of birth, class in order from PG to freshmen, position, height, weight and hometown. B. Scouting 1. Policy: The Evergreen League has a policy of open communication between coaches. Coaches may call one another to obtain a scout report on another school. 2. Viewing Games: If a coach wishes to watch a game of an opponent, the coach must first receive permission from the coaches involved in that game. C. Pre-season Practices The League needs to discuss this area at our next annual meeting. D. Scheduling 1. Policy: The League needs to define our scheduling policy at our next annual meeting. 2. SAT Weekends: The schedule maker is aware of the difficulties presented by the SAT test dates. In order to cut down on conflicts, some games might have to be played on Sundays. 3. Postponements: Games that are postponed will be played the following Sunday. E. League Playoffs Each division of the Evergreen League will designate first through seventh place finish based on win-loss record within the division and other tie breakers. During the last weekend of the season, the first place finishers will play each other. The Evergreen League Champion will be the winner of the first place Division Championship game. In the remaining play-off games, schools that have not played each other during the season will be scheduled as best as possible in accordance with division standings. (To play a new team, sometimes a sixth place finisher may have to play a fifth or fourth place finisher.) There could be some exceptions to this policy to ensure a competitive contest. 1. Scheduling: Following are some considerations that may affect playoff scheduling. In odd years, the Southern Division will host the playoff game; and in even years, the Northern Division will host the playoff game. 2. Division Standings: A team's win-loss record within the division will be used to establish standings. 3. Tiebreakers: In order, following define our policy on tiebreakers. within the division. (Ties are half the value.) F. League Honors Each Division of the Evergreen League will select an All-League Team. The number of players a team may submit to the All-League Team depends upon the team's finish in the league standings. The first place team may have 5 nominations, second and third 4, fourth and fifth 3, sixth and seventh finishers. Coaches may also nominate up to 3 players to be Honorable Mention All-League. The coaches from each Division will nominate and then vote for a Most Valuable Player and a Most Valuable Lineman. Each recipient's name will be engraved on a permanent plaque that will rotate among the schools in each division. Each award winner will receive a smaller individual plaque. Moose Curtis of Hebron and Art Mehos of Pomfret will make the arrangements for their respective Division's 2006 All League Team. G. Sportsmanship 1. Behavior: Coaches, players, and spectators are under the jurisdiction of both schools. School representatives on site are responsible for the conduct of players, coaches, and spectators of their school. 2. Code of Conduct: The Evergreen League is proud of the behavior and sportsmanship displayed by its players, coaches, and fans. We value spirited and fair play as well as positive support for our players and teams. In order to ensure that our expected level of decorum continues each season and each game, we ask that all members of the League schools continually renew their efforts to abide by the ideals of our league. Players and Coaches: Players and coaches shall at all times represent themselves ands their school with honor, proper conduct, and good sportsmanship. They shall understand that competitive rivalries are encouraged but that disrespect for opponents is unsportsmanlike and lessens the value of the rivalries. They shall confine the competitiveness of the game to the field, and in particular behave properly on the sidelines and in the locker rooms both before and after games. Players and coaches shall comply fully with the rulings of the officials. In no way, either by voice, action, or gesture, shall they demonstrate their dissatisfaction with the decisions made. They must never forget that they represent their school. Spectators: Evergreen League schools will not tolerate at their contest any spectator, either student or adult, whose behavior is disrespectful toward players, officials, coaches, or other spectators. Nor will ISL schools permit any type of spectator behavior that either detracts from the proper conduct of the game or disadvantages a player or team. 3. Expulsion Rule: Players or coaches who are ejected from interscholastic games for "unsportsmanlike conduct" or other flagrant behavior will forfeit their eligibility to play in the next regularly scheduled interscholastic contest or tournament contest played in that sport. 4. Excessive Scores: All schools agree to not embarrass an opponent by letting score differences get out of hand. Each coach has an obligation to control the game and personal statistics should not be a factor in an excessive difference in the score. 5. Sportsmanship Rating Form: The head coaches will complete an online Sportsmanship Rating form after each game. The results will be tabulated at the end of the season to see which team earns its division's Sportsmanship Banner. H. Rules The league plays by NCAA rules with these exceptions: I. General The home team is responsible for gathering and reporting scoring information to the Boston Globe. At our next annual meeting, a policy on vertical spotters and communication equipment will be adopted. League dues are $50.00 to be sent by Oct. 1 to: Leslie Guenther, AD Hebron Academy PO Box 309 Hebron, ME 04238 For the 2007 and 2008 seasons Kimball Union Academy will direct the league. Bill Pottle will serve as the league secretary. J. Website The Holderness School has offered to run the Evergreen League's website. NEPSFCA The winner of the Evergreen League Championship will represent the Evergreen League in a New England Prep Bowl Game. A runner up team (or teams) will be sent to the bowl selection committee as well to see if a second Evergreen League team will be selected for a bowl game. G. New England Hall of Fame Committee Al Brown of Portsmouth Abbey has agreed to represent the Evergreen League on this committee. Northeast and Southwest division, each with seven teams. Play begins in late September, and playoffs start in mid-November. |
